History
- Before Japan took over Taiwan in 1895, most irrigation canals were built by the private sector during the Qing Dynasty:

- In 1921, during the period of Japanese rule, many irrigation canals were managed by irrigation cooperatives:
- There were irrigation cooperatives for each irrigation canal in Nantou County, Datun County, Nenggao County, Xingao County.

- There were irrigation cooperatives in Nantou County, Datun County, Nenggao County, Xingao County.
- In 1946, it was the period of irrigation coordination associations:
- Irrigation cooperatives were renamed irrigation coordination associations
- 1948 was the irrigation committee period:
- Irrigation coordination associations were renamed irrigation committees
- 1956 was the irrigation committee selection period:
- Nantou and the area south of Caohu River under Datun Irrigation Committee were merged into the Nantou Irrigation Association, while Nenggao and Xingao Irrigation Committees were merged into Nenggao Irrigation Association.
- 1975 was the period in which irrigation association improvement plans were implemented:
- Nantou Irrigation Association and Nenggao Irrigation Association were merged to form Nantou Irrigation Association
- 1983-1992 was a period in which irrigation associations were enhanced:
- In 1984, the Taiwan Provincial Government researched and drafted a "Review of the subsidies for irrigation and drainage engineering projects from the government to irrigation associations and Irrigation Association Financial Improvement Plan." This aimed to assist and resolve related financial and operational difficulties. Some legislators suggested that the irrigation associations should be made into government agencies or taken over by the government.
- At the end of 1990, the Executive Yuan ruled that irrigation associations should maintain their public legal person structure after inviting various related units for discussion, and directed that the organizational structure and various deficiencies of irrigation associations be improved.
- From 1993-2000, the government appointed irrigation associations:
- The appointment of the first president and advisory committee was completed before the end of May 1994, prior to the expiration of the terms of the original elected president and member representatives.
- From 2001-2020, irrigation association were self-governing:
- On June 20, 2001, the relevant provisions of the "Organizational Charter of the Taiwan Provincial Irrigation Association" were revised again, stipulating that irrigation associations should establish an advisory committee the members of which were to be elected by the district committee and eligible for re-election. It also stipulated that the president of the association should be over 30 years old, have membership status and be elected directly by members through a direct vote. As such, irrigation associations entered a new era of democracy and self-government.
- On January 1, 2013, irrigation associations in Taiwan Province were renamed and Taiwan Province Nantou Irrigation Association became "Taiwan Nantou Irrigation Association"
- October 1, 2020, marked the beginning of a period in which public organizations were restructured
- On July 22, 2020, the Irrigation Act was implemented. Irrigation associations were restructured into public organizations and the office was renamed "Nantou Management Office, Irrigation Agency, Council of Agriculture, Executive Yuan"
- On May 31, 2023, the "Organization Act of Irrigation Agency, Ministry of Agriculture" was formulated and announced. After the Council of Agriculture was upgraded into the Ministry of Agriculture, it was renamed "Irrigation Agency, Ministry of Agriculture." This office was renamed "Nantou Management Office, Irrigation Agency, Ministry of Agriculture"
